Go to Admin Panel > Items & Menu, then select Item Attributes from the drop-down menu. On the top right, click "Add new attribute." 

In the above screenshot, you can see the Item Attribute "Dips" is created for the restaurant "KFC"
and added a few add-ons, which now don't require the price tag to be filled.

So, now the same addon can have different prices for different items, and one item's addon price, enable, or disable won't affect the other item with the same addon.
